How to Apply
A step-by-step guide to getting your permit, start to finish

1Create an Account or Log In
Click Register on the login page and fill in your details. We email a 6-digit code to the address you entered. Type it in to verify your account, and you are signed in automatically. Use an email address you check often, because every update on your application is sent there. Already have an account? Just log in.
2Choose the Right Permit Type
From the homepage, go to Permits and pick the one that matches your situation:
- Working Permit — for individuals seeking employment in Cavite City
- New Business Permit — for registering a business that doesn't have a permit yet
- Business Renewal — for renewing a business that already has a Business Permit Number from a previous release
3Prepare Your Documents
Click "View Requirements" on a permit card to see the full list with a sample picture of each document. Scan or photograph every document clearly before you start. Files must be PDF, JPG or PNG, up to 10 MB each. The requirements at a glance:
- Working Permit: Cedula, Barangay Clearance, Police Clearance, 1×1 ID Picture, Medical Result (with laboratory test: Sputum, Stool, Urine, and Hepa B)
- New Business Permit: DTI / SEC Registration, Barangay Business Clearance, Cedula, Sanitary Permit, Business Location Sketch / Floor Plan, Valid Government ID, and a Fire Safety Inspection Certificate (FSIC)
- Business Renewal: Previous Year Business Permit, Audited Financial Statement or Income Tax Return, Barangay Business Clearance, Gross Sales Declaration, Cedula, Official Receipt of last year's payment, and a valid FSIC
Sole proprietors without a DTI registration can register online on the DTI website first, then upload the certificate. Corporations and partnerships upload their SEC registration.
The FSIC is issued by the Bureau of Fire Protection (BFP), not by City Hall. If you don't have one yet, apply on the BFP website first, then upload the certificate. The Fire Office only checks that it is genuine and still valid.
4Fill Out and Submit the Form
The application is a short multi-step form. Fill in your details, upload your documents, review everything on the confirmation step, then submit. You'll receive a reference number immediately — save it, you'll need it to track your application. Unfinished forms are saved on this device for 7 days, so you can come back and continue.
5Wait for Review
Your application shows as Submitted, then In Review once the office opens it. Each document is checked and either accepted or sent back. Business Permit documents are also checked by the Health, Fire, and Engineering offices. If a document needs correcting, you get an email and a notification, and the status becomes Re-upload. Open your Dashboard, read the remarks, and replace only that document. You don't have to apply again.
6Get Approved
Once every document is accepted, your application moves to Approved. Your Dashboard then shows a button to download your Order of Payment. It lists the fees and the date to pay by.
7Pay at the Cashier's Counter
Print your Order of Payment and pay in person at the Cashier's counter at City Hall. Payment is made at the counter only. The Cashier confirms it in the system, and your status changes to Paid.
8Claim Your Permit
Once payment is confirmed, you can download a soft copy of your permit from your Dashboard. You can wait for the original permit, released by the issuing office (Working Permit Office or BPLO) within 3–7 working days, or present the soft copy at City Hall for validation. Your application shows as Released once the original is released.
Track Anytime
You can check your application's status at any point using your reference number on the Track Application page — no login required — or by logging in and viewing your Dashboard.
